Enclosed documents sets out guidelines for assessing the reasonableness of national electricity distribution and transmission network services pricing over a regulatory period covering the years 2008 – 2011. The Energy Market Authority is applying the methods in a decisions issued in 2007 confirming the methods applicable in distribution and transmission system operators (DSOs and TSO) pricing .

The methods have been prepared by the Energy Market Authority. The principles governing the choices presented in the document are derived from the Electricity Market Act (no. 386 of 1995), from the government bill (no. 138 of 1994) for the Electricity Market Act, and from regulations issued pursuant to the said Act. The choices were also guided by the factors identified in reports of the parliamentary committees for commerce and for constitutional law on government bills for the Electricity Market Act or for amendments thereto. The Energy Market Authority also consulted expert opinions as background material when preparing the methods.
